Why is Penn playing a Division II school when they only play a 10 game schedule? Is it that hard to schedule an FCS game or if necessary, play a BCS opponent who can be beaten (say, Rutgers)? I see no upside to playing this game.

I believe Jacksonville backed out of a game at a very late date - probably even too late to find a DI guarantee game, even if they wanted one (which I very seriously doubt they did).

It's for the best. There's no playoff invites, SOS evaluations, etc. It's only the Ivy championship that matters, nothing more.
It's always lousy to play your first game of the season against a very good team like Lehigh or Villanova who has already played two games. Especially this year, a warm-up is welcome for starting a brand new QB.
Progression of Ohio Dominos, then Lehigh, and then a league game makes sense.
