These are FIBA rules. If you notice in FIBA ball, they don't allow a breakaway, they'll take the foul in the front court - having more fouls to give over 40 minutes is probably why. They don't have the NBA rule where 2 fouls in the last 2 minutes puts you over the limit.
In FIBA and the NBA the shot clock only gets reset to 14 seconds with a 24 sec shot clock - it's like they take the 10 seconds from the backcourt away.

Meh. The 1 and 1 is a great part of the game, although in terms of expected value, the inbounds might be better.
