After they Penn lost its big lead in the 1st half, they were never up by more than 3 or 4. I thought Penn played very poorly for the entire second half and never a time after the beginning of the game were they dominated Harvard.
I would be very hard pressed to say that they "Had them by the noose". I have not watched much Ivy Basketball this year, but Harvard was clearly the more talented and athletic team. I would not be so confident that Penn will beat Harvard next week, unless Harvard takes the night off because they will really have nothing to play for.
