If it's a TV event, but you want to keep the 4 team format, let the home team host the respective game(s). The NIT does it. All games will be sold out - except for games hosted by Penn and Princeton. The only fans that care and who would attend are those of teams participating, so there won't be much of a ticket shortage. It will look great on TV with intensity befitting the home (higher seeded) team.
By the way, notice how students at the NCAA championship are made to stand in a corner for the entire game? That area seats 60,000+ and they don't have room for students!
