The second bid likely will come in a year when the top seed/regular-season champ gets knocked out in the IL tourney final. So, it could be a 13-1 (or 14-0) first-place team getting the second bid.
I'll go out on a limb and predict that if Penn finishes the (regular) season 28-2, then extends its winning streak to 25 straight before losing to Yale (at Yale) in the IL tourney final, this will be the year the IL receives a second bid.
