It's not clear to me that this year's home schedule is directly related to the MTE issue. The NCAA rules are either 29 games, or 27 + 4 (MTE).

Penn has only 27 games scheduled. If they are not counting the MTE as an MTE, it seems like they could have scheduled 2 more games. Maybe they just couldn't find two more fits into their schedule?
