I'm not for or against either side here, just making it clear that if you remove the variance of free throws and instead rely on the much rarer succession of steals, you're going to end up drastically reducing the number of comebacks. Some folks are okay with that, some aren't.
What's more is that one thing the fouls do at the end of games is to reduce the amount of dangerous plays that happen out of desperation.
It's a balance. I understand the frustration with the parade to the free throw line, for sure.

The way to handle it is make it a less likely outcome to change the game---a foul off the ball should result in shots and keeping possession. There are only 3 1 and 1s but making it all 2 shot fouls is a possibility.
At some point, you just have to be able to hit free throws.

the RULES aren't changed. Virtually all games involve a change in strategy for the last few minutes or the last inning.
