Ellis is the shooter, Nweke the rebounder--a better version of Jeff Coby?

That's what he means. Check for yourself and click on the link from Verbal Commits, and then the link for ESPN. He's listed by ESPN as a 2-Star, and has no rating from the other two sources (Scout, Rivals). It's a mistake by Verbal Commits.

I was speaking to my 15 year old son about this. He said that players sometimes get downgraded. For example, Nweke might have received 3 stars from ESPN as a 6'6 sophomore PF, in anticipation that he would grow two more inches to eventually become a 6'8 senior.

When that didn't happen, ESPN might have downgraded him to 2 stars, and Verbal Commits never updated their rating on him. Just an idea, but it seems plausible.
