Here is what I have been able to find:

1. The organization, Full Court Press on ALS is based in Voorhees, NJ, just across the Delaware River from Philadelphia.

2. Steve Donahue is among the coaches who has lent his name to the organization.

3. In the midst of an unrelated post on the St. Joseph's message board, one of the leaders of the Full Court Press organization has discussed the yet unreleased information about this tournament; specifically the following:

<<We have partnered with Ivy League and received an NCAA exemption status for this annual Tournament in Dubai...

The plan in Penn vs Howard - Year 1
2 Ivy League schools and 2 High Majors - Year 2
2 Ivies, 2 patriots and 4 High Majors - Year 3

Should get word on final financing request this week!!

Excited about this event... ESPN 3 and BlackCagerSports.com year 1... Hopefully, ESPN or ESPN2 every year after that...>>

4. Why Dubai?

<<A friend of mine came up with the concept. He is an Arab-American with extensive Basketball contacts throughout the Middle East and Northern Africa. Dubai has a GREAT arena and they want to be the first to host American Collegiate Basketball in the Middle East.>>

5. This year's Penn vs. Howard game would be on December 23, 2018 and would, presumably, replace the home game that Howard owes us in return for our visit to their campus last season.

6. Other than this message thread on the St. Joseph's board, there has been no official announcement or even a posting on the organization's own web site.

Very interesting Stu. I have some thoughts on this but will wait to see how the plot develops before I make them.

Since Penn is supposed to play in the Virgin Islands in an exempt tournament, is this even permissible. I don't believe teams can play in two exempt games/tournaments in the same year.

This is conjecture on my part:

For this year, it is one game, not a tournament.

I doubt that Penn will be asking that the game in Dubai be "exempt" from the yearly limit on games played.
