Seems to me there are 2 candidates, 3 if you want to be generous.

Conference only stats:
Kino Lilly, Brown: 32 min, 14.5 ppg, 41% FG, 44% 3pt, 82% FT, 1.8 Reb, 2.1 asst, .75 A/TO, 1.0 steal

Clark Slajchert: Penn: 27 min, 12.5 ppg, 52% FG, 39% 3pt, 79% FT, 2.1 Reb, 1.5 assts, 1.0 A/TO, .3 steal

G. Rubio de la Rosa, Columbia: 33 min, 39% FG, 38.6% 3pt, 70% FT, 4.0 reb, 3.1 assts, 1.25 A/TO, 1.2 steal

That's a tough comparison. The shooting percentage difference is startling, given that Lilly shoots 3s at a higher percentage. I think Slajchert is the better player, but the fact that Lilly has more minutes might make the difference.

I think the only thing that might keep Lilly from getting ROY is that it might be a little odd for the sixth-place team to get ROY, DPOY (Gainey), and a first-team all-Ivy selection (Choh).

If I'm being honest, Choh probably won't get first-team honors, which is a shame to me, given how well he's performed over the course of the whole year (and given his really strong career). I'm sure Ethan Wright will beat him out, but I have a lot of sympathy for a player who's really the only consistent offensive threat on his team having to carry the whole load night in and night out.

Forgot to include Rubio de la Rosa averaged 11.8 ppg during the A8 slate.

Kino Lilly may have the edge as a true freshman whereas Clark Slajchert is a "covid rookie."

As much as I like Slajchert (and I really like him), I have to go with Lilly here, reluctantly. That said, if Clark has 2-3 big games in the next two weeks, he might tip the scales the other way. I also suspect Clark might have more upside than Lilly, but that remains to be seen, and might be my bias talking. Let's see how things look in a few years.

To be clear, there's no denying that Lilly is a very good and exciting player, and I look forward to watching him over the next few seasons.

I like that Slajchert is recently playing like the PG we haven't had in a long time at Penn. Someone who can dribble through pressure, hit threes, and make free throws.

There is another.

Chris Manon. I think he very well might win ROY.

On the soph vs. first year point, I wonder if they might consider doing separate awards for those classes. Lilly would win in any other year. Tough to take it away from him based on circumstance. But also don’t want to skip acknowledging someone in the soph class (Matt Knowling probably should get some consideration there too).

Not sure how the league will treat freshmen players (eligibility) that are sophomores (academically) for this award.

Manon: 18.8 min, 11.8 ppg, 52% fg, 38% 3pt, 61% FT, 3.7 reb, 1.8 assts, .66 A/TO

I’ll add Matt Allocco who will start next year as a sophomore and be an impact player before he graduates.

I'd probably throw Yale's Matt Knowling into the ROY conversation over Allocco - Allocco had some really nice moments, but he did so in a pretty low usage role. Knowling became one of Yale's key pieces in conference play and averaged 11 and 6, and I thought his play was a huge part of their turnaround from an inconsistent non-conference

One point in favor of Knowling (especially vs. Allocco): Yale doesn't have a ton of offensive threats drawing defensive gravity away from him. It's a lot easier to produce when you're the fifth-most dangerous player on the floor at every time vs. when you're the third. Making things even harder, Yale frequently has multiple non-shooters on the floor, making it even harder for Knowling to have time to post up.

When you look at the two classes, it is a bit of a concern for the IL regarding the talent level based on who are the candidates. It may turn out that several of the identified players will develop into "star" player, i.e. Swain, Aiken, Brodeur, etc, but it is not a slam dunk based on their overall performances in year 1.

The league does need to recruit at a higher level post-COVID.

I don't think Alloco or Knowling are serious considerations for ROY. Both have had great rookie campaigns but I think Lilly and Slajchert are the front runners.

I think Allocco is currently a soph (unlike Hooks, he did not take a gap year)

All of these candidates are listed as Sophomores except Lilly but for most it's their first year playing. I don't know how the league is going to handle that for these awards.

Rookie does not imply freshman---but rather, first year player. I cannot imagine that the players who entered school last year are not eligible.
