Keenan transferring to Western Ontario, according to the article in the IvyWire. Glad for Keenan that he's returning home and will continue to plan hoops (he'll have almost two years of eligibility left, it seems) - and he sounds happy with the academic orientation of the school - but it still makes me a little sick to see he won't be getting an Ivy league degree.

What do we know about Canadian eligibility rules? Given that Canada is out of the NCAA's reach (at least for now) they could differ significantly.

The article says he'll miss the first several games, apparently due to the fact that he played the first several games of this past season for another team. Maybe that counts as the year he'd have to sit out. Either way, there's clearly some connection between the NCAA and the Canadian collegiate leagues.
